John B. Gilmour is a Professor of Government and Public Policy at the College of William & Mary, located in Williamsburg, Virginia. He is an expert in the American Congress and the presidency, and also in the federal budget. He received a Ph.D. in Political Science from the University of California, Berkeley, in 1985, and has taught at Berkeley, UC San Diego, and Washington University in St. Louis, before moving to William & Mary in 1995. He is currently in Prague on a Fulbright grant, and is currently teaching two courses at Charles University.
